jamesjg.com hopes that these few feedbacks will not represent the majority views and opinion of bilek owners throughout Sarawak. I do not know how this longhouse leaders define their ruai, but being born an Iban and who keeps our Iban customs and tradition intake, I am entitled to my own personal opinion based on my roots from the Kapuas Valley, to the tributaries of the Krian River, right up the Baram into Tinjar. We may come from different roots but this design and this concept, if fully implemented, will see the extinction of the Iban race, customs and practices, regardless the assurance of the Majlis Adat Istiadat Sarawak.

1. The proposed designs (four of them) are totally an insult to the Iban community. Where on earth do we have our ruai outside (considered to be outside) of the longhouse and is equivalent to a balcony or a car porch seen in most terrace homes. What has become a common meeting place, our dining area looks like a small cafeteria available at any Starbucks coffee outlet!

2. The concept do not put forward the fate of the existing bileks, whereby, some longhouse (like ours) are of age 72 years old. Does this mean that the Land and Survey Dept. will not be issuing our bilek a title?

3. How do the Ministry of Housing and Urban Development treat the individual homes that are not physically attached to the main longhouse but are within the administration of one tuai rumah (village chief). What will be the fate of my fellow Bidayuh homes who are not considered as a longhouse?

4. Why so much hu ha on issuing titles to the bilek? Kalau nak bagi, bagi la.. There is no need to imposed so much this and that to the owners of this bilek.

To the participants of this seminar series, your future generations are the ones who will pay their loans, risk losing their values because of the decision you made today.

Note: The writer did not attend the Seminar since the audience was pre-selected by the government, hence the writer treat the seminar as non-representation of the Iban community. There was no prior aum (longhouse meeting) to select who shall represent our longhouse at this seminar.

Points to note:

  • The villagers through their tuai rumah need to write-in formally to request the Land & Survey Dept. to do a land surveying work on their longhouse land that is to be applied for a title (individual title like our terrace houses in the urban areas). Our experience on this, EVEN the court has ordered the L&S Dept. to conduct a survey to verify our claim on NCR land within 30-days, the department never reach the ground and do it. How effective is our formal request in this matter?
  • The L&S Dept. do not have any program yet to conduct any survey for this NCR land.
  • What happen if the longhouse built is considered ‘Angat’ ? Meaning not a good longhouse to stay on, normally bc orang mati berturut2 ba rumah panjainya, then sida terpaksa pindah tau ke ngaga rumah baru nearby. Pia mega ti rumah nya nyadi mali udah tiki … See morejelu or burung jai (don’t forget some longhouse still practice traditonal belief) Are the gov’t going to issue another title n the previous one still valid?

Hats off to the 1Kenyah community of Belaga for a far sighted mission on the development of their NCR land. All by themselves with a well planned strategy. This is what I have always share with my fellow friends over coffee. To improve ourselves, it have to start from us – ourselves.

The 1Kenyah community is something the rest of the Dayak community should emulate. In that way, we get the best value from our own land and it is definitely still ours.

The State government on the other hand should support this initiative by giving ideas and know-how. The Land & Survey Dept., is to give their full support in the process of alienation of land for development purposes, just like they have given their cooperation to other private companies.

To Mr. Agong Ajan, you are the man and that is the way forward! Thumbs up!

Dept sets the record straight on titles for longhouses

KUCHING:
The state’s Land and Survey Department yesterday clarified that the Strata Title Ordinance does not apply to longhouses when it comes to issuance of title.

It said the Sarawak Land Code title would be more appropriate for longhouses because strata title was not relevant for individual ‘bilik’ (door) of the longhouse.

“For buildings such as single-storey or double-storey terrace, titles to these buildings are issued under the Sarawak Land Code.

“As longhouses share much of the characteristics of a terrace unit, therefore, Strata Title Ordinance will not apply to longhouses when it comes to issuance of title. Should the policy of the Government decide that individual ‘bilik’ within the longhouses be issued with title, then, the Sarawak Land Code title would be more appropriate,” said the Department in an emailed statement.

The statement was issued following recent media reports on suggestions concerning the mechanism for giving titles to longhouses in the state.

On ‘strata title’, the Department said this was issued under the Strata Title Ordinance.

‘Strata title’ is a subsidiary title issued on parcels within a building. The Strata Title Ordinance makes it mandatory for owners of building of five-storey and above to apply for ‘strata title’,” it said.

Last Thursday, Infrastructure Development and Communication Minister Dato Sri Michael Manyin said he was all for the proposed ‘terraced house-style’ titles in the issuance of land titles to longhouses.

“I am relieved that the terrace house-style title was proposed, instead of the strata title. If it were the strata title, it would create a lot of confusion and dissatisfaction among the longhouse folk. Many would not accept it,” he had said when closing the two-day New Longhouse Concept seminar in Kuching.

A day earlier, Natural Resources and Environment Minister Dato Sri Douglas Uggah Embas suggested that land titles for longhouses should follow the mechanism of giving titles to terraced houses in the city.

He had said that the procedures involved in giving titles to terraced houses in the city were simple and did not involve too much hassle.

Assistant Minister of Housing and Urban Development Abdul Wahab Aziz also believed terraced house titles were more viable than strata titles.

The Dayaks also own homes that are not attached to the longhouse due to shortage of land for extension from the main longhouse. How do the Land & Survey handle this kind of house? I hope it is include in the new concept.

SPDP think tank not in full gear

KUCHING: The Sarawak Progressive Democratic Party’s (SPDP) think tank has yet to run in full gear.

The think tank, aimed to allow younger members to play a bigger role within the party and society, has not taken off although the party has been toying with the idea for some time.

SPDP president Dato Sri William Mawan Ikom said recently that no candidate had been found to commit 100 percent to running the think tank and who was also strong enough to bring members together.

He described the think tank as a ‘high powered’ group that could organise bigger forums for thousands to participate in.

Mawan, who is Social Development and Urbanisation Minister, said with the think tank in place, members would be able to contribute and exchange ideas or just speak their mind.

“Our party wants all to have a sense of belonging. There are many forums and proper channels from which party members can contribute positively towards the party as well as society,” he said when contacted.

He added: “The party needs to inject fresh ideas. The younger members need to contribute and participate in party growth. SPDP needs to re-consolidate from time to time. One of the avenues which members can contribute in is through the think tank because it encompasses economic, social and educational aspects.”

Mawan said he visualised a group of people who could lead and provide a 100 per cent commitment to the party think tank, but did not name possible leaders.

He said the group would play an advisory role, update the supreme council and report to the president.

It could be set up by the supreme council on an ad hoc basis, he said, without the need to follow the constitution simply because there was no provision on such a group.

However, whoever ran it must come up with a mechanism and body structure, he said, adding that it would be important for key members to be neutral and impartial.

Recently, SPDP has been troubled by the ‘misadventure’ of five supreme council members known in the media as the ‘SPDP Five’.

Led by senior vice-president Datuk Peter Nansian Ngusie, who is Assistant Minister of Environment, the group protested the party’s last minor reshuffle, which saw vice-president Nelson Balang Rining getting the post of secretary-general.

Jamesjg.com thought that it was Sylvester Entrie that led the walk-out. Maybe Datuk Peter Nansie led the protest group and Sylvester Entrie led the walk-out.

Nelson, who is Ba Kelalan assemblyman, replaced Assistant Minister of Water Supply, Sylvester Entrie Muran, who was promoted to vice-president.

Mawan said that all of its eight representatives would be re-nominated by the party to defend their seats for Barisan Nasional (BN) in the next state election unless Chief Minister Pehin Sri Abdul Taib Mahmud decided otherwise.

Apart from Mawan (Pakan), Nansian (Tasik Biru), Entri (Marudi), the others are Datuk Peter Nyarok Entrie (Krian), Rosey Yunus (Bekenu), Paulus Palu Ngumbang (Batu Danau) and Wong Judat (Meluan). Nyarok is also SPDP deputy president as well as Assistant Minister of Modernisation of Agriculture.

SPDP plans to organise a BN Solidarity Dinner here next month as part if its efforts to consolidate and to enhance its relationship with other BN component parties.
